Preconstruction Manager

The Preconstruction Manager reports to the Preconstruction Executive and the Vice President of Preconstruction and is responsible to provide preconstruction services from initial intent through construction documents for assigned projects. This will include feasibility studies, budgets from conceptual design to bidding, comparative studies, value engineering and presentation of the same to both internal and external clients. The Preconstruction Manager is responsible for the accuracy of a pricing proposal, which ultimately enables our clients to forecast and plan construction costs.

Preconstruction Manager Role:

  • Provide complete services to our Clients and Operations teams described above with minimal oversight
  • Lead team in all aspects of bid and budget deliverables
  • Prepare and analyze pricing proposals to include; current market conditions, historical data, material escalation, internal estimates and subcontractor Input in order to provide complete and accurate proposals to our Clients
  • Present technical and financial information to stakeholders, including changes from previously presented pricing information
  • Coordinate with stakeholders (developers, architects, subcontractors and HITT Operations) throughout process including attendance at design meetings as a HITT representative during preconstruction phase services
  • Provide various pricing services for our core market sectors from conceptual estimates to complete construction bid documents
  • Manage and delegate responsibilities for multiple projects and deadlines
  • Have well-round knowledge of the major trades and components of building a construction project
  • Make and influence decisions under tight deadlines
  • Manage, organize, and lead team through bid process from start to finish
  • Communicate cost saving solutions both internally and externally
  • Review work product to ensure process and quality are consistently being achieved
  • Prepare written scopes of work to assist Operations teams in expeditious buyout
  • Assist Operations in scheduling projects to give owners realistic expectations of construction schedules
  • On-going training of Assistant Preconstruction Managers and Project Engineers

Education/ Years of Experience:

  • Bachelor’s Degree in Engineering, Construction Management, Architecture or related field, required
  • (3) to (5) years of related work experience
  • (1) to (3) years field experience or close involvement with projects under construction


  • Critical thinking, problem solving and decision-making in pressure situations
  • Understand construction drawings and specifications and identify missing elements to provide complete proposals
  • Understand project scheduling and phasing of projects
  • Excellent written and verbal communication skills

  • Understand Building Code and LEED Requirements

Proficient with the following software:

  • Microsoft Office Suite, with high level of proficiency using Excel
  • On Screen Take-off (OST)
  • Adobe products, including Bluebeam
